It quickly became clear that certain areas of the industry have distinct or highly specific safety and training needs. Therefore, CSCS Affiliate cards were introduced to make sure each sector followed suitable HSE and training standards, while still remaining part of the universal CSCS Scheme.
Today, almost all construction employers in England and Wales expect new plumbing workers to hold the correct JIB-PMES card before starting on-site, and often even before being considered for a role. Similarly, employers in Scotland usually require applicants to have the SNIJIB.

Next, take the CITB HS&E test
One requirement shared by all JIB-PMES cards is that you must take and successfully pass one of the CITB Health, Safety & Environment Tests before you can apply.

For your application to be approved, you’ll need to meet specific criteria that differ based on the colour of the card you’re applying for.
- There are several different JIB-PMES cards to choose from. Entry-level cards only need basic HSE certification, while the Blue JIB card requires a Level 2 NVQ. At the top tier, the Black card demands a Level 5 NVQ. You can check this website’s section for each specific card to find full details and requirements.
The JIB (Joint Industry Board) Card confirms your identity, qualifications, and work status in the plumbing and mechanical engineering services industry. Most employers require it before allowing access to construction sites and on-site work.
To apply, you must complete the required CITB Health, Safety & Environment (HS&E) Test and meet the qualification criteria for your chosen card level. Once eligible, submit your application along with your supporting documents for review.
You must pass the CITB HS&E Test and hold the appropriate NVQ or equivalent qualification that matches the JIB card you are applying for. Higher-level cards require higher NVQ levels.
To renew your JIB card, make sure your CITB HS&E Test is still valid and your qualifications remain up to date. If your card is lost or damaged, you can request a replacement through the official JIB application process.
After your application is approved and all documents are verified, your JIB card is usually delivered within 5–10 working days.
